The two largest assets derive value from different stories, so the same news can reasonably affect them differently. Ether is spent on computation and staked to secure the network, so usage creates direct demand and fee burn. Bitcoin's case rests on scarcity and monetary properties, with no equivalent usage link.
That is a description of where demand could come from, not a valuation argument. Rising network activity is a genuine mechanism for ETH demand and still does not establish any particular price, because supply, competing chains and macro conditions all move at the same time.
Where it stops applying
In practice the two are highly correlated in drawdowns, since both are driven by the same liquidity and risk appetite. The structural differences matter more over long horizons than in a selloff.
